At the moment, even though we always get the usual flannel, those responsible for various aspects of the scheme can at least be questioned at the Despatch Box.

Mandelson is not under any such scrutiny and any moves to have the scheme, or aspects of it, shifted into his unaccountable domain should be viewed with extreme suspicion.
