The Home Office was telling people on Tuesday morning that ID Scheme regulations had been approved by the Commons when the votes on the five Statutory Instruments was not due to happen until Wednesday lunchtime.
The wording had been approved, but the regulations had not, but this did not stop them giving the impression that it was all done and dusted.

Given parliamentary whipping, the end result (passed after a vote, on to the Lords) was not a surprise but that does not give them the right to mislead journalists or pre-empt the House.
I haven’t had a chance to go through the survey. Does it include a bit where we can ask them to stop the Official Fibbing?
It was bad enough the Guardian reporting something similar on Monday…
