It’s not a government initiative per se (but sponsored, amongst others, by the government of Catalonia) but here’s a great report of a report of how harnessing people, technology and the web could really help people with disabilities in Barcelona.

Interesting idea, but it’s a pity that people with mobility problems completely forgot about people with visual problems (some of whom also have mobility problems):
These “accessibility” web pages are highly inaccessible to anyone who uses “screen reader” software.
eg. No “alt text” for images; no text descriptions of locations or problems; poor navigation between pages; etc. etc. etc.
Most of the photos seem unlikely to have come from a basic camera-phone.
