The breakthrough insight about quality in manufacturing is not to focus on fixing problems but to get it right first time. In government policy it’s too often still a case of screw it up, then review it.
So now, after Discgate (see ORG’s splendid, obsessive coverage) we have the review on data sharing- another opportunity for the intellectual pygmies to speak truth unto power.
Wibbi the people who put in good and prescient submissions got paid and the people who ignored good scientific advice and screwed things up didn’t?
