What is a wibbipedia?

Wouldnt it be better if = wibbi
Wibbipedia therefore is a compendium of expressions of how things would be in an ideal world. In the ideal government context it means what ideal, e-enabled government would be like to deal with.

Let's say what we want from e-enabled government. Let's observe government first-hand. Let's say "Wouldn't It Be Better If" (WIBBI). Become an ethnographer of bureaucracy today! It beats getting frustrated with public services.
